taxonews 6.x-1.0-rc

This is the release candidate for the first stable version in the D6 branch. It is mostly a quality-improvement release:

• better wording on the settings form,
• full new french translation
• faster than previous versions, with both less queries and less code being executed
• all currently known bugs have been removed
• better coding compliance with OSInet coding standards

The only notable new feature is the change in block deltas numbering. These are no longer abstract sequence numbers but the TIDs of the terms on which they are based, which improves change resiliency over the previous scheme.
