just created a project: http://drupal.org/project/basic

if you look at the CVS messages and Developers, there are other members and commit messages listed there. This might be a namespace issue with a previous project that might have not been cleaned up properly (?). Thanks for looking into this.

Looks like it was probably an existing project but was deleted at some point. However, the CVS history always remains on d.org no matter what, so when the new project with the same name was created, it will still show past committers.
