I was looking for similar functionality by creating a view using "Node: Author Maximum Points" but it seems that userpoints given for post counts are not being included in that field. Does this module account for userpoints given for post counts? If so, then it might be what I'm looking for?

This module report on User Points regardless of how they're earned.

I'm not sure what you're referring to WRT userpoints given for post counts? Do you mean the points a user earns when he submits a post? If so, then this module might work for you?
