Internal Server error when importing a language

Description

I try to import german and japanese translation but every time i get a internal server error 500.
My drupalversion is 4.6.2
As there is no other way of importing languages (yes I have tried the forum but no answer or help) I write this bugreport.
After 33 seconds I get this message.

I recently added sk support sucessfully. It has only 223kb. he german has 339kb. For me this is a real bug. I just wonder why nobody else seem to have this problem.

Could it be the file size? I think there was similar posting several weeks ago.
As far as the import is concerned several times I tried to import a cvs version of the Bulgarian translation and there were no error messages, neither strings were added or updated.
I suspect it was an issue with the plural settings. Now I translate myself the .pot files, then saved as .po the upload works fine. On the other hand export works only if i18n is disabled.
