link in welcome text wrong [#26891]

we moved the handbook to /handbooks on drupal.org, thus the welcome text on a new Drupal installation points to a 404: drupal.org/handbook

We should iether make an alias on drupal.org that points to /handbooks or apply this patch to all drupal releases that have that text.

Alias on drupal.org, NOT a patch. URIs should never die; 404s should never happen.
