Added 'view iedestroyer' permission

I have added a new permission: 'view iedestroyer'. This might be useful if you don't want to bother paying members with your wish to convert them to Firefox. If you have upgraded to the newest development version people won't see any IE Destroyer messages until you've granted them this permission.
