How do I hide the Navigation menu from the drop-down parent menu query?

OK. So when you create a menu item, you see all menus from the drop-down form where you choose the parent item. I want to hide all the Navigation Menu and if possible others to editors that have the Menu administration rights. Only the administrator (user no.1) would be able to add childs to the Navigation Menu.
