When I click on the file upload Icon I get the File Manager: Upload File page but the body of the page is the XAMPP welcome page.

You MUST use clean URLS and drupal MUST be in the root of your webserver for this to work - also please try version 5.x.3.3

I turned on clean URLS and upgraded to version 5.x.3.3 and it is working.
