Need help with fixing the Garland width

Hey guys
i have a problem here
since i am integrating phpbb3 with drupal
but i need to fix the width of the garland

it looks like the content width needed to resize

please take a lot at this picture to see what i mean

The first picture is the content width (red)
the second one is my footer, you can if i don't make the red line shorter, to make the frame bigger (expanded toward the left), there will be a scroll
and i don't like that
i will fix the phpbb width too
but i also need to know how to fix the garland's too
