Uhm, no - Upgrade Status is about Drupal core only. The note you quoted is related to a new major version of a contributed module and not Drupal core. Hence, reverting status.

However, since you are not the only one who thought this way, I have created the issue #298270: Add upgrade status for new major module versions? to discuss possibilities.
