Once a node or a comment has been flagged, sent to admin/moderator for action and [if] un-flagged, it shouldn't then be available for flagging again (IMO). In essence, it has been approved by admin.
I accept the necessity to be able to repeat flag a user, if enabled, because he/she can produce a lot of different and mixed content, however an administrator only needs to verify a post once to establish it's worth.

Maybe setting a permission based on content type can work. This way each content type can be assigned differently. posts, comments and blog postings can be approved indefinitely (until edited again by user), while user profile nodes can be flagged at anytime.
