Problem
Most participants noted inconsistency between labeling in left-hand navigation and welcome page links.
Solution
Develop a set of consistent, standard labels to be used throughout the CMS and any manuals. Ensure that contextual links reflect navigation labels throughout. (Make a controlled vocabulary http://www.boxesandarrows.com/view/what_is_a_controlled_vocabulary_ to be used in Drupal's admin interface)

- create the list of all menu-item labes available in core?
- create the list of all page titles available in core?
- find the inconsistent pairs, come up with the better single label.
- find the labels that are used for more then one concept, come up with two or more better terms
- write patch?
Something like a spreadsheet might be useful for the non-patch-writing crowd that could help out here. :-)

BrightLoudNoise commentedThe page titles for admin forms are defined by the menu item(s) title, so they are already consistent. The issue exposed by the usability testing was the inconsistency of links in the welcome page text and the navigation menu.
However, a review of the current vocabulary could be valuable.

Confusing separation between what is a list and what is a section? This is about all the inconsistency is could find, I am sad that the UB report didnt describe which parts where confusing, maybe Becca can help, I will try to reach her.
