Development of college intranet side

Hi,
My Theme is like
Homepage(usename ,password menu-comp,library,administration,.......... navigation-forum,post,search )
once user clicks on comp menu, the related page will be displayed.how can i construct for thisin drupal.Whether i have to write html code for that and if yes, where should i have to write?
