When there is no audience hide the audience selector

Description

When you are adding a content type which has no group audience associated with it, the area where the audience selector would be displays without any options to select. (see attached screenshot)

It would be better if the audience selector didn't display at all if there is no group association for the content type.

I have fixed the problem in my working copy and will get that pushed out next week.
