Provide more flexible configuration for using individual XML tag implementations.

Issue Summary

Add the ability for an administrator to build different filters out of the available XML content tags. Currently, it's all or none which isn't very flexible. Create something such that the XML Content Filter can be configured per input format to choose which implemented tags are allowed in that format.
