how do you hide the link to "filter/tips" in comments

I've got a blog running on my site and I would like to trim down the amount of information presented to the reader when they go to post a comment.

Currently under the comment text field box there is:
"- Web page addresses and e-mail addresses turn into links automatically.
- Lines and paragraphs break automatically.
More information about formatting options [links to filter/tips]"

How can I remove that excess info and the link? Where is it in this system.
