I have created a directory with global read/write. I have tried indicating it with and without a leading /. I am always getting the permissions denial.

Sorry about the bad UI. It is a mostly-working import which I do not use actively. Since I have not confirmed that it works, I disabled the import by removing permissions. You can try it out, at your own risk, by editing function legislature_imports() in legislature.module.
