The OpenUsability project matches usability experts withs software developers intrested in usability advice.

Last month, the Typo3 Enterprise CMS has registered on OpenUsability. "Besides long-term usability support for this project , OpenUsability aims at creating common User Interface Guidelines for Content Management Systems."

I think drupal should join it too.
