I copied the theme directory into a second one so I could start fiddling and went into the settings to point at the new directory and it didn't take. Changes to the orginal TPLs still take effect. I did the switch-your-theme-to-flush-cache thing and that didn't work.

I've never actually tested this bit so it may be broken. I'll look into it, thanks.
