No vocabs selected results in "foreach" error.

Description

If I don't select any vocabs on the settings page, the browser page gets a "foreach" error in line 340. And the settings page always shows vocab 1 checked.

This is a reported problem that is fixed in 6.x, but not back-ported to 5.x.
