I setup a role that they cannot administer taxonomy, however the taxonomy hierarchy still displays on nodes and will allow the user to change the taxonomy for that node. Since the user can change the taxonomy, this will also change the permissions since they are based on taxonomy. Is there something i'm missing?

i could not reproduce the descripted behaviour! I'm using 5.12 Drupal version.
Did you configure the TAC to deny updating, deleting or creating (*/admin/user/taxonomy_access) the terms of the specific vocabulary for the concerned user role ?

shanefjordan commentedI have since changed my permissions and have things working now. I will probably come back to this during a redesign and test it again.
