How to allow site admin to edit Primary Links

I am using this module and it works well, but I have a question. I have a different Primary Links menu set up for each subdomain site. How can a site admin add items to their own menu? Right now, their menu is not listed as a "Parent Item" when they create a page and go to Menu Settings.

I need to revise this. I figured out how to give the site admin access to the menus - all of them! - but is there a way to restrict the items that appear on their Parent Item list for their Menu Settings when creating content? This list is very long and I don't want to cause too much confusion or have them accidentally add a link to the wrong menu.
