Added hour of day feature back into 5x version

This patch adds the 'hour of day' feature from the 4x version back into 5x.

It also corrects the issues that the 'never' setting is not really 'never' -- it's every 137 years. :-) Just in case anyone is still running this module in the year 2145. I really don't want 137 years worth of content in my mailbox.
