I have an exposed filter in a view I am adding as a pane to a page. When I created the view pane, I checked the box 'Set view URL to panel URL', but when I choose a different value in the filter and press submit, the form submits to the view url, not the panel url.

Hi Steph - this is the same problem, it seems, as #277625: Unable to redirect a views exposed filter to the adress of the main panel page. Since I've already posted over there, I'm gonna mark this a duplicate. Any chance you could follow up there, and provide the same information I requested from Patchak?
