let set yui editor based on role.

here's what i have in mind...
- anonymous can post comment using simple yui-editor only. can not switch. this should prevent unallowed html code.
- authenticated users can post with adv yui editor. cant switch to plain text
- administrator can switch to plaintext

Interesting, although I believe that this will be hard to implement, and require specific settings for specific roles. Would be useful though, I might look into it when I get some time.

This basically has already been requested and I'm going to lay it in there as soon as I get a chance. Or as soon as someone submits a good patch.
