get this when submitting field config form and when submitting a node that has a field. i tried both 'no title' and 'static' title options for the field. using todays DRUPAL-6--1 branch

Confirmed. This bug still exists with latest DRUPAL-6--1 checkout.
I added a link field called "Home page" with its option set to "Static title". When editing the field to add a description, I received this notice.

Testing to see if bug still exists in latest checkout...

This item seems to be fixed - attempting to create a node type with a link field that has 'no title' or 'static title', I'm not getting an error in either case.
