I'm trying to install drupal onto my server and I get this message on the first screen

And im really confused I changed the .htaccess but it was already at 0

not only .htaccess,
php.ini can control it. See if you can have your own php.ini on your hosting. Another place to change this sort of thing is in /sites/default/settings.php.

You can ask your hosting provider to turn off the register global.
