I accidently deleted the Primary Links and do not have direct access to mysql server. Is there a way i can recreate the primary links from the gui?

Are you sure you really deleted them altogether and not just removed their block from view? If its the latter, then just go to Administer >> Site building >> Blocks, and under the "Disabled" section re-enable that block. If it's the former, you can recreate them under Administer >> Site building >> Site building >> Menus >> Add menu, and then go to blocks and put them wherever you need them. Hope that helps.
