I'm just another user of this module, but wanted to say that I don't see this problem with the 5.x-1.x-dev version of the module. I can flag either the main content or the comments.

TPerkins commentedI had this same problem in 5. The "Flag as offensive" links didn't show up for me as user 1. I had to add the abuse permissions to another role.
I didn't actually check the code to see if this was just a fluke.

mckeen_greg commentedThis is true, you need to be any user with a role that has the permissions, except User 1. Dont know why, havent checked code either.

(Just a note that, obviously, 368061 is really a duplicate of this issue.)
