Where can I hire someone to improve Drupal's comment features

Where can I go to gather bids for a developer to improve the way Drupal handles comments? I have some very specific ideas for a better UI but I don't have the skills to program them myself.

What features do you need?

Features Needed
I would to see as many subject lines for comments and replies on the screen as possible. I consider this an "outline" view. I believe Drupal calls this a "threaded" view. More importantly, this entire outline view should be visible when viewing the full comment... not just the current topic but the entire outline of the most recent X number of comments. Therefore, a single full comment should appear below this outline in it's own pane or section. I floated this idea on this section once before and many people did not like this approach because it caused the user to click links too many times... which is true. I envision this being the default view and having a threaded/expanded view also available but with much more focus on removing extraneous textual material and extra vertical space. Finally, as clunky and my vision may sound, there is another community forum owned by a newspaper company that works this way and my business goal is to drive traffic away from that site and us my site because the newspaper will soon be unavailable.
