Drupal 6.X (20080703 checkout) + PostgreSQL 8.3 + PHP 5.2

My status page displays:

incompatible
Content Templates Create templates to customize output of teaser and body content.
This version is incompatible with the 6.3-dev version of Drupal core.

I am new to Drupal and would like to understand this message.
Is this because contemplate.install should use the abstraction layer?

I would like to help and can propose a patch to migrate this file.
I am proposing help on migrating contemplate.install

contemplate uses hook_schema so it should be OK, not that I am promising anything, but could be worth checking up on again

Installed successfully with

PHP 5.3,
Drupal 6.20,
Postgres 8.4,
Contemplate 6.x-dev and also tried current stable 6.x-1.2 release

unfortunately this issue is too old to reproduce :(
