I'm getting this - rather scary - error instead of my website.
Fatal error: Call to undefined function filter_xss_admin() in /home/sites/theillustrationgallery.com/public_html/sites/all/modules/panels/panels_page/panels_page.module on line 399
I was upgrading the site to the new version of Ubercart and it all went a bit wrong. Something to do with the filter module I think, but I've no idea what.
I've tried the usual bits of voodoo that usually work when Drupal breaks on me, like running update.php, clearing the cache tables and making sure all the modules are there – but this time it doesn't seem to be working.
Any ideas on what's gone wrong and how I could fix it would be most welcome.

I have a similar problem,
I had a similar problem, namely:
Fatal error: Call to undefined function filter_xss_admin() in /home/nation17/public_html/sites/all/modules/views/views.module on line 216
I got this after updating several modules and not being able to run update.php (page showed up blank). I commented out ini_set('display_errors', FALSE); so that I could see errors, saw that I was re-declaring stuff from filter module. Found the duplicate filter module in my sites/all/modules folder. Following someone else's advice, I deleted that filter directory and its content (leaving the filter directory in core /modules directory). Changed update.php back to its original. Could run update after that.
After update.php ran, I get this error.
I looked through my directories and saw that all core modules were also in sites/all/modules. I deleted these but this was not enough. Then I found on this post directions to change the path in my db to my core modules (in system table) through an sql command.

I gave up in the end; waved some bones over the keyboard, sacrificed a few small animals to the gods of phpmyadmin and restored the site from a backup. Lost a few weeks work, but hey – at least the site works.
Never did find out what was wrong.
