May each group assigned a role or multipul which are used by multipul user

I still don't understand what you're trying to do. But, I can tell you that OG roles (that is, roles assigned by OG User Roles) are only valid within the group that the user has been assigned the role. You can NOT assign a user an OG role unless the user belongs to a group.
If you are trying to assign a role to a user who does not belong to a group, this is not an OG User Roles issue.

I have 9 groups and each group have one or more panel pages. i wish that only user who have joined this group will change (edit) the content of the og panel pages. But i have seen user who are not join the group but have the same role as other member of the group, also change the content of the panel pages. I wish user not joining the group may not change the content. may be i have mistake in user permission ?

You have a role that allows a user to edit the group panel. Let's say this role is called Panel Editor.
A user joins Group A and is given the Panel Editor og role (that is, he is given this role in this group only using "Configure member roles"). This user can now edit og panels in Group A.
1. If the user is NOT a member of Group B, he can NOT edit the og panel in Group B.
2. If the user IS a member of Group B, but does NOT have the Panel Editor role, then he can NOT edit the og panel in Group B.
This is the way it's supposed to work. Now, if the user is in either case 1 or 2 above, but CAN edit the og panel in Group B, then one of the following must be true:
a. Your basic group role contains a permission that allows editing of the og panel in in a group.
b. The user has a sitewide permission which allows him to edit the og panel in any group. I would assume that you have probably given this permission to all "authenticated" users.
An OG User Role does NOT give a user any permissions outside of the group in which he was assigned the role.
This sounds more like OG Roles, not OG User Roles.
Also, you should be using the latest version, which is 5.x-3.2.
The problem is still there ... but now i have a little solution that user who create the group will only have authentication to change the content but the other joined members are still not qualified to change the og panel pages...
