Description
better to enable modules in setUp by passing a list back to the parent.

Also, contact and devel should not be enabled prior to the test. In general devel may not be present.

Feel free to commit this - I don't have a working SimpleTest setup currently, so I'm unable to run the tests at all.

btw: #276751: Manually created menu links are not displayed might need a test, too
