There are few thing you may observe when creating primary links:

1. Let take the Drupal.org Primary links as example:

if I browse with the mouse over the "Documentation" Menubar-Item that in fact is a primary link
we will get this address: http://drupal.org/handbooks

so in your path field you can put: http://drupal.org/handbooks
but that is not the best solution even if works.

better is : handbooks this when you have Clear URL activated.

and this if not: ?q=handbooks

i.e for node you will use : node/123 or ?q=node/123
i.e for "search" yiu will use : search or ?q=search

Please correct me if my suggestions fails :-)

Cheers
