Development release with the following changes

• Only show the edit weight form on the 'Account settings' page, fixes #233095
• Fix a bug where a user doesn't have the permission to change their own weight and they edit their profile their weight is reset to 0
• Only show active users
• Change the user picture theme function to include a link to the user's contact page
• Allow rolecontact to use the user's profile page rather than the rolecontact page
• Add 'Refresh list' option to the settings page to force a refresh of the users with a contact form
