In trying to deploy this code on Drupal.org, we just realized that the devel tarball is not being updated as I checked in new fixes.
I edited the release node to find that it was pointing to the HEAD branch. I've re-pointed it to the DRUPAL-5 branch, so it should now start updating. I opened this issue to be sure and follow up.
