A similar issue has been registered at http://drupal.org/node/275169 . A response to that issue says "beta 5 seems pretty buggy in its internals". I have not looked at the internals of Panels2-beta5.

merlinofchaos commentedIf it's a bug within panels, I would expect the module maintainer or someone well versed in that module to forward an issue and let us know; otherwise, telling us that some external module doesn't work isn't helpful to anyone, since we can't be expected to be familiar with every external plugin.

merlinofchaos commentedNo, it's the process to follow. Module A implements an API of Module B. B is the bigger module and has a lot more going on, A is a fairly small module. If an error occurs while using module A, filing a bug against module B which requires the maintainers of module B to become intimately familiar with module A doesn't work.
Translation: I don't know enough about node carousel to determine if the bug is in node carousel or panels. The maintainer(s) of node carousel, or someone knowledgeable about it does. It is not my responsibility to debug modules that implement the Panels API. Yes, it *may* be a problem within Panels, but I'm not the right person to make that call without working with someone familiar with the module in question.
