It seems to me that the Javascript isn't working. My menu isn't loading at all.
I'm also posting the issue about the Dynamic Persistent Menu module, in which the menu is static.

Looks like this is really a duplicate of core bug #281042: regression in 5.8 from 5.7 theme('blocks','all') broken - so no header alteration possible, but leaving this as active until that one is fixed so people can easily find out about this problem.
