Downloaded and unpacked installation files. Upon trying to do a fresh install (not upgrade) of Drupal 6.3 and upon getting to the requirements page of the Drupal Installation I receive an error that there is no settings.php file. I checked the sites/default directory and indeed there is only the default.settings.php.

I tried changing the file to settings.php and indeed I was then able to get to the next step, database setup, but then it kicked out its own errors looking for default.settings.php. I then tried making a copy of settings.php and renaming it to default.settings.php and I was able to successfully install.

Do not rename default.settings.php, the Drupal installer still requires the default.settings.php file to install. Either copy default.settings.php to settings.php or create a empty settings.php.
