Is this module compatible with forums? When I try setting the permissions all users cannot post (no matter how I set the permissions).

tac_lite has nothing to do with posting. Posting has to do with the create permission. In Drupal, access control modules can affect view, update and delete permissions, but not create. Create is controlled by the permissions granted to the users role. Look at the permission to create forum posts under administer >> user >> access control.
