To keep the pager links less cluttered, it would be most beneficial to hide the "first page" and "last page" links if those pages can already be accessed.

For example, say you only have 3 pager links... no reason to show "first page" and "last page" since you can already click to both of those. Even if you had 9 pager links, no need. However, once you get above that number, then those links are useful and should be added, since you can't see pager links above 9.

I think this actually makes the pager more confusing, not less. If your pager is well themed, the first and last links will be the easiest to see and use. As a user, I am more used to accepting that first and last may be redundant with other links, rather than accepting that sometimes first and last are hidden because otherwise they would be redundant because all of the page numbers are currently visible. This is adding additional logic to both the pager and the person looking at it.
