Can I create a my own content type, that would include the option to define three images and a block of text. Then give only a specific role the ability to create that type of content ?

I believe this is possible:

If you were to add three image_fields to your content type and use the body as the block of text, you would always have three images. If you add one image_field to your content type and make it multiple, the user would decide how many images to add.
