I honestly don't understand the module description. What does this mean? "The difference
is that the content is promoted with a block." I understand content promotion to the front page. Is it possible to clarify what it means to be promoted with a block?

Promote is probably the wrong word to use in the description, since I think the context of how I'm using it is different. It's more a method of advertising a certain node.
All this module does is create a block in addition to the node. And by selecting which region the block is created for, the block is "promoting" this node in a side bar or other location for viewing.
