Excluded file extensions can be uploaded

In DBFM Settings - Excluded file extensions: include the bat and exe extensions. However, files with these extensions can be uploaded.

In Settings for eSurf Administrators - Exceptions to excluded file extensions: +bat and +wma are included to add them to the exclusions list. These file-types can still be uploaded.
