Change glossary page action links to tabs

It's a little thing, but it would be great if all the glossary-wide action links could be changed to tabs, to be more consistent with Drupal interface. I'd include the "glossary settings page" link from the top of the page as well as "add term" and "edit glossary" from the bottom of the page.
