I installed and activated the module as usual in Drupal 6.3.
When i access any configuration page from the Rules module i get:

user warning: Table 'drupal.rules_rules' doesn't exist query: SELECT * FROM rules_rules in /var/www/modules/rules/rules/rules.module on line 902.
user warning: Table 'drupal.rule_sets' doesn't exist query: SELECT * FROM rule_sets in /var/www/modules/rules/rules/rules.module on line 902.

I had the same issue. Reinstalled and it worked.

The issue is back, it has affected kenneth001 in #911904: Rules broke my site, redirect is stuck and myself.
