I thought we decided some time ago to do away with this. I don't get it in the 6.x version. Lower case is faster.

Do you have a reference for this? I thought the last conversation was in relation to custom constants, not PHP constants. It's still in the coding standards document. If lower case is faster, then it should be raised as a Drupal issue so the coding standards can be updated.
