Same answer, different details
The answer is the same to both questions. If you're looking for an existing script that automatically does this, then no, there is no such thing (or rather I've never seen it). But if you are a SQL /PHP programmer, then you would probably be able to write such a script, assuming you understood both the original database schema and the inner workings of Drupal well enough. There are also several people whom you would find on this site that could be hired to do such a conversion.
