Page not found
The requested page could not be found.

Why?
When I'm logged in as user one I can enter /user/1 but not /user/2.
When I'm logged in as user two I can enter /user/2 but not /user/1.

So both do exist...
And this is not the same problem as access denied. BTW I have set the profile permissions so that users can visit other profile pages.
